Service Contracting

Note: Iowa HF 2578, adopted and signed in 2022, created the Iowa Department of Health and Human Services, which merged the Iowa Department of Human Services and the Iowa Department of Public Health.

HHS Service Contract Terms and Conditions

These terms are incorporated into contracts formed with HHS on or after 8/1/2023:

For Contracts executed prior to 8/1/2023 with the Iowa HHS, through the legacy Iowa Department of Public Health, the following contract terms and conditions may apply. Please refer to your signed contract document to determine which version may be applicable.

Contractors awarded a General Conditions Service Contract with legacy IDPH are required to comply with the contract terms contained in the special conditions portion of the contract, as well as the general conditions specified in the corresponding document below (refer to the Contract Declarations and Execution page of the contract for the corresponding date reference).

CONTRACTOR TRAVEL REIMBURSEMENT LIMITS

The Department will not reimburse the Contractor travel amounts in excess of limits

established by Iowa Department of Administrative Services, or for expenses at an

in-state event if the lodging provider is not certified by the Iowa Department of Public Safety’s Human Trafficking Prevention Training.

Current in-state travel maximum allowable reimbursement amounts:

  • Food for in-state travel occurring on or after March 1, 2019 are: $12.00/breakfast, $15.00/lunch and $29.00/dinner

  • Lodging for travel occurring through July 31, 2021: $98.00 plus taxes per night

  • Lodging for travel occurring on or after August 1, 2021: $120.00 plus taxes per night

  • For travel occurring on or after July 1, 2022, the mileage rate will be $0.50/mile

Out of state maximum allowable amounts for meals are available upon request.  There is no restriction on airfare or lodging but the incurred expenditures are to be reasonable.
