What is considered “substantiated” child abuse?

FOUNDED: Based on a preponderance of credible evidence available to DHS, the allegation of abuse is confirmed and it is the type of abuse that requires placement on the Child Abuse Registry.

CONFIRMED: Based on a preponderance of all of the credible evidence available to DHS, the allegation of abuse is confirmed; however, the abuse will not be placed on the Child Abuse Registry.

Report child abuse or abused or neglected link.

What is a Serious Injury?

Serious Injuries include:

  • Disabling mental illness
  • Bodily injury which creates a substantial risk of death, causes serious permanent disfigurement, or causes protracted loss or impairment of the function of any bodily member or organ
  • Any injury to a child that requires surgical repair and necessitates the administration of general anesthesia
  • Includes but is not limited to skill fractures, rib fractures, metaphyseal fractures of the long bones of children under the age of 4 years.
