Iowa Board of Barbering and Cosmetology Arts and Sciences - Home

As of July 1, 2023,  Professional Licensing and other health and occupational licenses will become part of the Iowa Department of Inspections,  Appeals, and Licensing (DIAL) as a new organizational structure for state government goes into effect. Government departments and agencies that provide related services or have similar business functions are aligning to better serve Iowans.  You can expect the same quality services you get now from HHS to continue as usual. 

The Board of Barbering and Cosmetology Arts and Sciences establishes rules and regulations to ensure the integrity and competence of licensed Cosmetologists and investigates complaints for unprofessional conduct. The Board is the link between the consumers and licensed barbers and cosmetologists, estheticians, nail technicians, electrologists, instructors and, as such, promotes the public health, welfare and safety.

Licensees are responsible for meeting all licensure requirements and should review the rules carefully and frequently. Select Laws and Rules under the Page Menu tab for detailed information about licensure definitions, renewal, continuing education and other important content specific to this profession.

PLEASE NOTE: 

On July 1, 2023, House File 652 merged the Board of Barbering and Cosmetology Arts & Sciences. This bill created a single scope of practice for barbers and cosmetologists. Not withstanding this change, no license holder may perform a service if he or she has not been trained on that service, and he or she must possess evidence of that training if requested during a Board audit.

All existing administrative rules regarding licenses, and the scopes of practice under such licenses, remain in force until the new Board issues new administrative rules.

The Board will provide multiple opportunities for public comment on the proposed rule changes implementing House File 652 before the end of the year. It is anticipated the new rules will take effect in the spring/summer of 2024.
