Notice is hereby given, in accordance with 42 C.F.R. §457.65, that the Iowa Department of Human Services (DHS) has posted for public comment two Children's Health Insurance Program (CHIP) State Plan Amendments (SPAs) to implement programmatic changes and technical updates under the Iowa CHIP State Plan. In Iowa, CHIP is known as the Healthy and Well Kids in Iowa, Hawki Program.
This notice provides a summary of the purpose of the SPAs and also serves to open the 30-day public comment period. All comments must be received by April 1, 2019.
Technical Changes to Align with Centers for Medicare and Medicaid Services (CMS) Managed Care Final Rule (IA SPA 19-028)
SPA 19-028 aligns the Iowa CHIP State Plan with the revised State Plan template required by CMS as a result of the 2016 CMS managed care final rule. This SPA ensure that Iowa operates its Hawki managed care program consistent with the applicable revised requirements in both 42 CFR 438 and 42 CFR 457.
DHS is seeking a July 1, 2018 effective date for this SPA.
Lock-Out Period for Non-Payment of Premiums (IA SPA 19-029)
SPA 19-029 removes the lock-out period for premium non-payment for the Hawki program. Currently, individuals who have outstanding premium payments at the time of renewal or application for Hawki are not permitted to reenroll until they pay their outstanding premiums or 90 days has passed. Under the proposed SPA, this lock-out period is removed and repayment of premiums is no longer a condition of re-enrollment.
DHS is seeking a July 1, 2019 effective date for this SPA.
