Pursuant to the authority of Iowa Code Section 249A.4, the Iowa Department of Human Services (DHS) intends to amend the State Plan Home and Community Based Service Habilitation program. This notice provides details about the HCBS amendments and serves to open the 30-day public comment period which closes at 4:30 PM on September 3, 2018.
The Centers for Medicare and Medicaid Services (CMS) authorizes 1915(i) State Plan HCBS. This amendment includes a significant change to the reimbursement methodology from cost based to fee schedule for HCBS Case Management provided under the Habilitation program. The tentative effective date for these amendment changes is July 1, 2018.
