Notice is hereby given that the Iowa Department of Human Services (DHS) has proposed changes to the state plan under Medicaid State Plan Amendment (SPA) Attachment 3.1-C 1915(i) HCBS Habilitation program and the 1915(c) Home and Community Based Services (HCBS) Brain Injury (BI) Waiver, Children’s Mental Health Waiver (CMHW) and Intellectual Disability (ID) Waiver Amendments.
This SPA is intended to clarify the provider qualifications and service definition for day habilitation service. The ID Waiver amendment is intended to change the reserved capacity slot criteria for an institutional stay from six months to four months and clarify the provider qualifications and service definition for the day habilitation service. The BI and CMH Waiver amendments are intended to change the reserved capacity slot criteria for an institutional stay from six months to four months.
The purpose of the proposed amendments is to implement guidance provided from the Centers for Medicare and Medicaid Services (CMS), which clarifies that day habilitation services may provide a pathway to employment for the HCBS day habilitation services provided through the HCBS ID Waiver and state plan HCBS Habilitation Program for persons with chronic mental illness.
These amendments clarify the activities provided through day habilitation to assist members in participating in the community, developing social roles and responsibilities, and increasing independence and the potential for employment. DHS convened a work group to address the requirements for providers and scope of services
The purpose of the BI, ID and CMH Waiver amendments is to implement a change to the reserved capacity slot criteria, reducing the institutional stay requirement to qualify for a reserved capacity slot from six months to four months.
There is no fiscal impact related to the changes proposed in the SPA or HCBS BI, CMH, or ID Waiver Amendments.
