Public Notice: Increase Home Health Agency Low Utilization Payment Adjustment Rates

The Iowa Department of Human Services (DHS), pursuant to the requirements outlined in 42 C.F.R. §447.205 and §1902(a)(13)(A) of the Social Security Act, hereby gives notice of the following proposed action regarding its methods and standards for Home Health Agency (HHA) reimbursement rates under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Senate File (SF) 2418 (2018) requires the Iowa Department of Human Services (DHS) to increase the HHA Low-Income Utilization Payment Adjustment (LUPA) rates to the extent possible within the $1,000,000 of state funding appropriated for this purpose. Contingent on The Centers for Medicare and Medicaid Services (CMS) approval, DHS has drafted State Plan Amendment (SPA) IA-18-017 to increase the HHA LUPA rates by 3.00 percent for services provided on or after July 1, 2018.

The purpose of this posting is to provide public notice and receive public comments for consideration regarding to increasing the HHA LUPA rates by 3.00 percent for services provided on or after July 1, 2018.
