Pursuant to the requirements outlined in 42 CFR 447.205 and 1902(a)(13)(A) of the Social Security Act, notice is hereby given that the Iowa Department of Human Services (DHS) has posted for public comment Medicaid State Plan Amendment (SPA) IA-21-0019. This SPA proposes to update methods and standards for inpatient hospital payment rates and diagnosis-related group (DRG) weights under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).
Effective for inpatient hospital discharges on or after October 1, 2021, the Iowa Medicaid Enterprise (IME) proposes to amend the Iowa Medicaid State Plan to rebase the inpatient hospital base rates and certified unit per diem rates for acute care hospitals and recalibrate the DRG weights. The rebase will use submitted hospital cost report data from fiscal years ending on or after January 1, 2019, and before January 1, 2020.
IME is making this proposed change pursuant to the authority of 2021 Iowa Acts, House File 891, Section 29.
There is no fiscal impact since the rebase and recalibration is calculated to be budget neutral.
