Public Notice: Public Comment Period for Medical Exemption Process for the Iowa Health and Wellness Plan (IHAWP)

Notice is hereby given, in accordance with 42 CFR §440.386, that the Iowa Department of Human Services (DHS) has posted for public comment a Medicaid State Plan Amendment (SPA), IA-20-015, related to modifications to the medical exemption process for the Iowa Health and Wellness Plan (IHAWP).

Through this SPA, DHS intends to implement an additional mechanism to address individuals who are receiving State Plan services which are non-covered under the  Alternative Benefit Plan (ABP) and subsequently become eligible for the IHAWP. DHS will implement a process whereby a medical exemption review is conducted on these cases. This process is intended to ensure the continuation of medically necessary services with no gap in coverage.

These changes are effective December 1, 2020, pending federal approval.
