PUBLIC NOTICE: Public Comment Period for Outpatient Hospital Base Rate Rebase

Pursuant to the requirements outlined in 42 CFR 447.205 and 1902(a)(13)(A) of the Social Security Act, notice is hereby given that the Iowa Department of Human Services (DHS) has posted for public comment Medicaid State Plan Amendment (SPA) IA-21-001. This SPA proposes to update methods and standards for outpatient hospital base rate rebase under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective for services provided on or after January 1, 2021, the Iowa Medicaid Enterprise (IME) proposes to amend the Iowa Medicaid State Plan to rebase the outpatient hospital base rates for acute care hospitals. The rebase will use hospital cost reports with fiscal years ending on or after January 1, 2019, and before January 1, 2020.

The IME is making this proposed change as mandated by the 88th session of the Iowa General Assembly in House File (HF) 2643.

There is no fiscal impact as the rebase is calculated to be budget neutral.
