Pursuant to the requirements outlined in 42 CFR 447.205, notice is hereby given that the Iowa Department of Human Services (DHS) has posted for public comment Medicaid State Plan Amendment (SPA) 20-001.
This SPA proposes an update to allow coverage of Iowa Board of Pharmacy regulated expanded practice protocols for pharmacists (657 IAC Chapter 38) under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).
The Iowa Board of Pharmacy, in collaboration with the Iowa Department of Public Health, developed statewide protocols for pharmacist ordering and dispensing of naloxone and nicotine replacement therapy (NRT) tobacco cessation products, as well as pharmacist ordering and administering vaccines. In order to allow these expanded pharmacist practice protocols under Medicaid, DHS is proposing to update the scope of pharmacist covered services. A pharmacist must enroll with Medicaid to provide the service as an "ordering" provider. Billing of pharmacist vaccine services is through the healthcare common procedure coding system (HCPCS) and is reimbursed by fee schedule to ensure consistency of services and reimbursement among all provider types.
