Pursuant to the requirements outlined in 42 CFR §447.205 and 1902(a)(13)(A) of the Social Security Act, the Iowa Department of Human Services (DHS) has proposed changes to the state plan under Medicaid State Plan Amendment (SPA) Attachment 3.1-A and Attachment 4.19-B (IA-20-017) for Physician Assistants.
Today, Physician Assistants are able to provide medical services under the supervision of a physician. However, Physician Assistants are not able to bill for their services on their own. The supervising physician is the provider that bills for all services performed by the Physician Assistant.
This SPA allows Physician Assistants to bill independently from the supervising physician and establishes a rate payment for Physician Assistants. Services that will be reimbursable include services described in the Iowa Administrative Code Part 645 (Professional Licensing Division) Chapter 326 (Licensure of Physician Assistants and Chapter 327 (Practice of Physician Assistants).
These changes are effective December 1, 2020 pending federal approval.
