In July 2025, the federal Working Families Tax Cut (WFTC) law was enacted, introducing federal work requirements called ‘community engagement.’ Iowa will adjust its implementation of work requirements to align with this federal law, which differs slightly from the state legislation.

Community Engagement Requirements
By December 1, 2026, certain Iowa Health and Wellness Plan members must meet monthly requirements to enroll and maintain coverage.
How do I know if I qualify for IHAWP?

What qualifies as community engagement activities?
Combination: A mix of the activities listed below totaling 80+ hours per month:
Work: Paid employment for 80+ hours per month or earn at least $580 per month (based on federal minimum wage)*
Job Training: Enroll in a qualifying job training or work program for 80+ hours per month.
Education: Attend a college or career/technical education program at least half-time.
Community Service: Volunteer work for 80+ hours per month
Who does this affect and who are exempted?
Applies to most adult IHAWP members aged 19–64, unless specifically exempted. See the exempted populations below:
American Indians/Alaska Natives
Those under 19 or over 64
Medically certified as unable to work
Pregnant/postpartum women
Caregivers of children under 14 or caring for dependents with serious conditions
Enrolled in substance-use disorder treatment
Unemployment-benefit recipients fulfilling their program obligations
Participants in SNAP or FIP work programs
Veterans rated totally disabled
