What is the WPNA?

The Waiver Priority Needs Assessment, or WPNA, is an optional way for people on a waitlist to tell Iowa HHS about urgent needs or changes to their needs. 

Some HCBS waivers have waitlists, because more people apply than there are slots. When a slot is not available, a person who has applied may be placed on a waitlist. 

This page explains how waiver waitlists and the WPNA work today, what is changing now, and what is planned for the future Children and Youth Waiver and Adults with Disabilities Waiver.

  • January 2026: Iowa HHS updated the Waiver Priority Needs Assessment (WPNA) with clearer wording and additional questions.
  • People may submit a new WPNA when their needs or circumstances change.
  • A person’s WPNA score and the amount of time they have been waiting both help determine when a waiver slot is offered.
  • October 2026: The WPNA will be available online. People on the waitlists can use the online form to submit the WPNA anytime their needs change and they want to update Iowa HHS.
  • Waitlists will merge when the Children and Youth Waiver and Adults with Disabilities Waiver launch.
  • Iowa HHS will explain how they will handle records, application dates, and priority information before the transition.
