HOME Public Comment Period

Starting Monday, January 5, 2025, public comment materials for the HOME project will be posted on this webpage. 

Reminder: The public comment period will be open from Monday, January 5, 2026, through Friday, February 6, 2026. 

A public comment period is a time when people can share comments on proposed Medicare coverage decisions. This process makes sure the people who might use the services, and their families and communities, get a chance to share their thoughts and concerns.

Iowa HHS operates HCBS using Medicaid waivers. The federal Centers for Medicare & Medicaid Services (CMS) requires states to have a public comment period for waiver changes.
 

How does the public comment period work?

When the waiver applications are ready, Iowa HHS will post them online and let people know. The public will have six weeks to read the waivers and share comments.

The waiver documents are long, so Iowa HHS also created shorter “quick guide” documents. These explain the most important changes in a simpler way.

During the public comment period, anyone can share feedback. This includes people who use or need HCBS, family members, providers, and advocates. Comments can be sent by mail or email.

After the public comment period ends, Iowa HHS will review all comments. They may make changes to the waivers based on what people share.

Iowa HHS will not reply to each comment. Instead, they will write a summary of the public feedback and explain how they responded. This summary will be sent to CMS with the HOME waiver applications.

CMS will review the waivers. They may approve them or ask for changes. If changes are needed, Iowa HHS will update the waivers and send them back to CMS for final approval.

What can my public comment include?

Your public comment can suggest changes, point out problems, or share what you like about the new waivers. Comments are most helpful when they are clear and specific.

Try to give an example and explain why the issue matters to you. Focus on what is most important for you, your family, or your community.

What happens after Iowa HHS sends the waivers to CMS?

While CMS reviews the HOME waiver applications, Iowa HHS will keep working to get systems and processes ready. This will help make sure the new HOME waivers can start smoothly.
