About Iowa REACH

Iowa REACH is a new Iowa Medicaid program that supports behavioral health services for youth across the state. The initiative ensures Iowa complies with the requirements of the court agreement in C.A. v. Garcia (1.58 MB) .pdf . 

REACH stands for Responsive and Excellent Care for Healthy Youth.

Guideline Principles

The Iowa REACH initiative will follow the child and family-friendly values in the agreement to help guide their work. Examples of this work include: 

  • Child-Centered and Family-Driven: Involves families at every stage, from planning to evaluation.
  • Team-Based and Collaborative: Services are delivered through coordinated, multi-agency teams.
  • Natural Supports: Builds on the strengths of youth and family networks.
  • Home and Community-Based: Prioritizes inclusive, responsive, and least restrictive settings.
  • Individualized and Culturally Relevant: Tailors supports to the strengths and unique needs of each family.
  • Outcome-Focused with Unconditional Care: Ensures flexible, goal-driven support for sustained success.
