Notice is hereby given, in accordance with 42 CFR Β§447.57, that the Iowa Department of Health and Human Services (HHS) will be submitting to the Centers for Medicare and Medicaid Services (CMS) State Plan Amendment (SPA) IA 23-0016 to address premiums and cost-sharing. This supersedes the public notice issued on March 10, 2023, for SPA IA-23-0010.    

SUMMARY

Iowa Medicaid suspended copayments and premiums during the COVID-19 Public Health Emergency (PHE). HHS will reinstate premiums for Hawki and Medicaid for Employed People with Disabilities (MEPD) enrollees effective January 1, 2024. Copayments for all Medicaid enrollees will continue to be suspended until June 1, 2024.  

FISCAL IMPACT

The estimated financial impact to Medicaid for SFY24 related to suspension of all premiums for Medicaid enrollees through January 1, 2024, and for copayments through June 1, 2024, is:  

Total Dollars: $241,149  

Federal Dollars:$197,821  

State Dollars: $43,328
