The Iowa Department of Health and Human Services (HHS), pursuant to the requirements outlined in 42 C.F.R. ยง447.205, hereby gives notice of the following proposed action regarding changes to the reimbursement rates for air ambulance services under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Summary of Submission

Pursuant to the authority of 2024 Iowa Acts, House File (SF) 2698, Section 14, for the fiscal year beginning July 1, 2024, reimbursement rates for air medical services provided by an entity that has over 40 years of experience and is the largest community-based provider of air medical services shall be increased within the additional $250,000 appropriated for this purpose.

Estimated Fiscal Impact

The estimated increase in Medicaid fee-for-service (FFS) expenditures for State Fiscal Year (SFY) 2025 related to the Medicaid reimbursement rate increase is:

Total Dollars:                                                          $ 25,630

Federal Dollars:                                                      $ 18,117

State Dollars:                                                          $ 7,513
