The Iowa Department of Health and Human Services (HHS), pursuant to the requirements outlined in 42 C.F.R. §447.205, hereby gives notice of the following proposed action regarding its methods and standards for state plan amendment (SPA) IA-25-0034: Medication-Assisted Treatment (MAT) under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Summary of Submission:

The purpose of the proposed state plan amendment is to remove the end date of September 30, 2025, to be compliant with section 1905(a)(29) of the Social Security Act (the Act). Section 201 of the Consolidated Appropriations Act, 2024 (CAA 2024) made the medications for opioid use disorder (MOUD) a mandatory benefit by amending section 1905(a)(29) of the Act to remove the end date of “September 30, 2025.”

There is no change to the Medication-Assisted Treatment (MAT) service reimbursement methodology or reimbursement rates.

Fiscal Impact:

There is no fiscal impact expected.
