The Iowa Department of Health and Human Services (HHS), pursuant to the requirements outlined in 42 C.F.R. §447.205, hereby gives notice of the following proposed action regarding changes to the reimbursement rates for dental services provided by enrolled dentist providers under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Summary of Submission:

Beginning for services on or after March 1, 2026, the base fee schedule payment rates for diagnostic and preventive dental services will be increased by 5.874%.

Estimated Fiscal Impact:

The estimated increase in Medicaid fee-for-service (FFS) expenditures for State Fiscal Year (SFY) 2026 related to the budget-neutral outpatient hospital service rebase is:

Total Dollars:               $ 753

Federal Dollars:          $ 522

State Dollars:              $ 231
