No. As of December 31, 2025, all ICDAC providers will be disenrolled by Iowa Medicaid Provider Services.
Current ETPs will be honored for those transferring to CCO.

Both options that you can transition to will take time and paperwork, the sooner you chose to transition, the sooner you can be sure you are ready to go as of November 30, 2025.
We will do ETPs on an individual basis. When they are ready to transition the MCO/FFS should send a ETP. The CM will then be responsible for monitoring the budget.
If there was a background check completed within the past 24 months, then it will not be necessary to have a new background check. HHS is working on the process to share with VFS.
If deemed necessary, the CM can ask for a ETP to provide skilled CDAC under CCO.
You will work with your case manager to enroll in CCO. After your Case Manager has reviewed the requirements of CCO with you, they will make the referral to Veridian and you will receive a employee and employer packet.

Responsibilities include:
- Select personal care, community, and employment services that are cost-effective and align with individual needs, using only approved services unless prior approval is obtained from Iowa Medicaid Enterprise.
- Collaborate with an independent support broker or Case Manager to develop an individual budget; remain personally responsible for expenses if the budget is exceeded.
- Hire and manage service providers, even if they are not Medicaid-enrolled; serve as the employer of record and ensure employer-related taxes are paid using the individual budget.
- Partner with a Financial Management Services (FMS) provider to manage payments for employees, services, employer taxes, FMS fees, and independent support broker fees from the individual budget.
If you are transitioning from ICDAC to CCO you will not need to utilize a ISB if you meet the following requirements:
- You have a budget authority who has the ability to create and build a budget, with assistance from your Case Manager.
- You complete the CCO Budget Training provided 05/16/2024.
- You must be timely with all paperwork (budgets, employee packets, new member packets, time sheet approval etc.), and communication follow up.
ICDAC Provider FAQ
Since agency employees are not classified as ICDAC providers, ending ICDAC enrollment does not impact them.
There is no effect to member care plans as a result of this change.
The member can choose to enroll in the CCO program and hire their current ICDAC providers.
There is no new authorization. ICDAC will no longer exist.
You would work with your member to determine which agency is right for them. The agency would have to agree to hire the individual. This is not something Medicaid can control.
The member you wish to work with will need to enroll with CCO. You will receive an employee packet to complete and return.
You and your member (employer) should decide together which option works best. If you're an ICDAC provider enrolled with Iowa Medicaid, you can choose to transition early to the CCO program.
Taxes are based on how you fill out your tax forms when you enroll. VFS takes out the required taxes, so your pay might look lower depending on the wage you and your employer agreed on.
No new ICDAC providers will be enrolled after July 1, 2025. All ICDAC providers will be disenrolled by December 31, 2025. If the member you're working with transitions to a CCO, you can transition with them.
