Pursuant to the requirements outlined in 42 CFR 447.205 and 1902(a)(13)(A) of the Social Security Act, notice is hereby given that the Iowa Department of Health and Human Services (HHS) has posted for public comment Medicaid State Plan Amendment (SPA) IA-23-0007. This SPA proposes to address the COVID-19 public health emergency (PHE) and comply with the provisions of the American Rescue Plan Act.
Summary
Effective March 11, 2021, and through the last day of the first calendar quarter that begins one year after the last day of the national COVID-19 PHE, HHS will provide the following coverage, without cost sharing, for all Hawki and Medicaid enrollees:
- COVID-19 vaccines and their administration
- All types of FDA authorized COVID-19 testing
- COVID-19 treatment, including specialized equipment and therapies, medically necessary non-pharmacological items or services, and any drug or biological approved or licensed by the FDA or authorized under an Emergency Use Authorization (EUA) to treat or prevent COVID-19
- Treatment of a condition that may seriously complicate COVID-19 treatment during the period when a Medicaid or Hawki beneficiary is diagnosed with or presumed to have COVID-19
Estimated Fiscal Impact
The estimated increase in Medicaid fee-for-service (FFS) expenditures for SFY22 related to COVID-19 vaccines, vaccine administration, testing and treatment is:
Total Dollars: $845,175
Federal Dollars: $619,082
State Dollars: $226,093
